e following content is not accessible for the following reasons:

  • Non-compliance with RD 1112/2018

9.1.2.1 Audio-only and Video-only pre-recorded (Conditional)

Condition: When ICT is a web page

Audio-only: An alternative for time-based media that presents equivalent information for the recorded content is provided.
Video-only: An alternative for time-based media or an audio track presenting equivalent information to the video-only content is provided.

9.2.1.1 Keyboard (Conditional)

Condition: When the ICT is a web page

All content functionality is operable through a keyboard interface without requiring a specific speed for each individual key press, except when the internal function requires an input that depends on the path of the user’s movements and not only of the initial and final points (Level A).

Note 1: This exception refers to the underlying function, not the data entry technique. For example, if text entry is done by handwriting, the input technique (handwriting) depends on the stroke (traced path) but the internal function (enter text) does not.

Note 2: This does not prohibit and should not discourage authors from providing mouse input or other data entry methods in addition to keyboard operability.

9.2.4.1 Avoid blocks (Conditional)

Condition: When the ICT is a web page

There is a mechanism to avoid blocks of content that are repeated on multiple web pages (Level A).

https://www.w3.org/TR/WCAG/#bypass-blocks

9.3.1.2 Language of parts (Conditional)

Condition: When ICT is a web page

The language of each passage or phrase in the content can be determined by software, except for proper names, technical terms, words in an undetermined language, and words or phrases that have become part of the text that surrounds them. (Level AA).

9.6 WCAG Conformance Requirements (Conditional)

Condition: When ICT is a web page

The following five conformance requirements of WCAG 2.1 must be met at level AA [5]:

  1. 1. level of conformance
  2. 2. complete pages
  3. 3. complete processes
  4. 4. use of technologies only according to accessibility-supported methods
  5. 5. no interference

NOTE 1: In the case where a web page meets all requirements 9.1 to 9.4 or provides an alternative version conforming to level AA (as defined in WCAG 2.1 Guidelines [5]), it will meet Conformance Requirement 1.

NOTE 2: According to W3C, “The WCAG 2.1 Guidelines extend the Web Content Accessibility Guidelines 2.0 [4], which were published as a W3C Recommendation in December 2008. Content that conforms to the WCAG 2.1 Guidelines also conforms to the WCAG 2.0 Guidelines and, therefore, to policies that reference WCAG 2.0 Guidelines [4].

NOTE 3: Conformance Requirement 5 stipulates that all page content, including content that would otherwise not serve as a basis for achieving conformance, complies with sections 9.1.4.2, 9.2.1.2, 9.2.2.2, and 9.2.3.1.

11.8.1 Content management technology (Conditional)

Condition: When web content is an authoring tool

To the extent that accessibility information is compatible with the format used for the output of the authoring tool, authoring tools must comply with sections 11.8.2 to 11.8.5.

11.8.4 Repair service (Conditional)

Condition: When web content is an authoring tool

If an authoring tool’s accessibility checking functionality can detect if the content does not meet a requirement of chapters 9 (Web) or 10 (Non-web Documents), as applicable, then the authoring tool must provide suggestions for repair.

NOTE: This does not preclude automatic or semi-automatic repair, which is possible (and recommended) for many types of accessibility issues in content.
